Transfer activity has slowed in recent months as councils await the outcome of deputy prime minister John Prescott's review of housing stock options.

Although transfers which have already received a "yes" vote are going through, figures in the latest edition of the National Housing Federation's Transfers Today show transfers that many other councils are still pondering their options.

According to NHF project director Stephen Duckworth, local authorities cannot decide whether transfer is really the best option until they know just how much freedom councils will be given if they choose alternative models.

They also need to know how cheaply they will be able to borrow money to bring their homes up to the decency standard.

The government, too, is on hold, with little news on the transfer round for 2003 – again, until the spending review details are known.

Anti-transfer groups are also seizing on the review. So far, their success persuading tenants to vote "No" has been limited because the alternatives to transfer that they have talked of have not proven as effective as was initially hoped.
