Ridgehill Housing Association, which has been under supervision since December 2001, is to join the William Sutton Group as a subsidiary organisation.
The Hertfordshire landlord hopes the move will put an end to its supervision by the Housing Corporation, which began with the death of chief executive Roger Watson 16 months ago. His successor, Lily Smith, also died, 14 months later.

Ridgehill will keep its board and much of its autonomy. No job losses are expected in the near future. Interim chief executive Julian Ashby of Hacas Chapman Hendy said: "I am very confident that as soon as Ridgehill joins William Sutton, it will cease to be in supervision. We expect to join the group by December."

The Housing Corporation was unable to comment.
