The right to buy contradicts government policy and requires more "fundamental" reform than proposed by the draft Housing Bill.
That is the conclusion of a joint paper published on Tuesday by the Chartered Institute of Housing and the Institute for Public Policy Research, following a symposium with politicians and academics last year.
The CIH is to push for reforms to be looked at as part of the homeownership taskforce's investigation into the right to buy.
CIH policy director Sarah Webb is a member of the taskforce.
The CIH and IPPR's suggested reforms include:
- allowing certain properties to be exempt from the right to buy
- converting a portion of the current discount into an equity share that the council retains, thereby guaranteeing the long-term affordability of the housing
- allowing landlords to repurchase properties from the initial buyers n recycling a higher proportion of receipts and giving councils more financial freedom to respond to different types of housing needs.
