Agency completed 37,000 homes and started another 38,000 in 2024/25
Provisional figures from Homes England suggest that the agency has hit its targets for starts and completions.
Homes England estimates 36,757 completions for 2024/25, up 14% on the year prior and marginally above its targeted 36,095.
Meanwhile, the figure for starts stood at 37,782, compared to a target of 33,095.
However, the agency’s most significant outperformance was in unlocking land capable of delivering homes.
Homes England said an additional 78,986 homes could be delivered as a result of its work to unlock land, versus a target of 59,956.
It’s the second year of success for the agency, having outperformed its targets in 2023/24 after missing them in 2022/23 and 2021/22.
The organisation said it was supporting housing delivery through targeted interventions, including Nottingham, York and Bristol, and a rising number of strategic partnerships, including with the North East Combined Authority, Liverpool City Region and Cambridgeshire and Peterborough Combined Authority.

The provisional performance figures are part of Homes England’s annual report, which will be published this summer.
Along with the Greater London Authority, Homes England is responsible for the delivery of the government’s £11.5bn affordable homes programme (AHP).
The scheme was launched in 2020 and was originally expected to deliver 180,000 homes, but this target has been repeatedly downgraded.
Last summer, senior officials in the Ministry for Housing, Communities and Local Government confirmed the AHP may now deliver as few as 110,000 homes.
