Nottingham north MP Graham Allen is urging the government to give arm's-length management organisations more flexibility in how they spend the £700m available for funding rounds three and four.
Allen, whose campaign has garnered widespread support from the sector, is concerned that, without the ability to spend more than 5% of ALMO cash on "environmental" maintenance, the council will end up with good houses in areas that no one wants to live in.
He has persuaded housing minister Lord Rooker to visit housing leaders and tenants in Nottingham to discuss the problem.
Allen said: "This works directly against the massive effort we've made to keep our council housing areas places people want to live."
Junior housing minister Tony McNulty told Allen in parliament last week that he was open to ideas to increase flexibility, but did not think that changes would "necessarily" be made for rounds three or four.
