Kelvin MacDonald, director of policy and research at the Royal Town Planning Institute, has told local authorities and housing associations they must act now if they want to influence regional housing boards.
Speaking on 30 April at at a conference on affordable housing in the South-east, MacDonald said he was concerned that localised schemes could be shoved aside under the new funding regime.
He said: "Are we going to be able to be locally sensitive, or are we going to need to go for the big hits? Who's going to lose out? I think it will be the local schemes."
But he also told registered social landlords that it was up to them to make the system work. He said: "The [South-east England] regional assembly itself is taking the lead in providing housing. It's up to us here to make it work."
