I am well aware of a very large area where precious little is being done to rid the community of this problem. At times, one might wonder if there is impunity both to authority and common criminal; authority surely, doing nothing, acquiesces in and endorses painfully unnecessary facts.
In one district of which I am aware, the fire commander deemed it essential to visit a tenant and to call upon police presence. Notwithstanding the fact that his visit was of national importance and there was a good chance of catching crime in the act, not a single bobby bothered to turn up. In the same district, there is a housing estate where the "let the criminal get on with it" attitude prevails.
Just as the imperative is to catch the criminal, acquiescence in his activities must never prevail.
