Lomax said: "The first thing to do is make sure your regulator and lenders are convinced of your capability and capacity to deliver.
"The board has been working very hard to make sure anything that went wrong in the past does not go wrong again. We want to show as quickly as possible that we are on top of everything."
Twynham, based in Dorset, was put under supervision in October 2002 for breaking procedural rules when claiming grant money (HT 7 November 2002, page 13).
