The Federation of Islington Tenants' Associations has attempted to block the council's bid for arm's-length management despite a vote in its favour.
On 24 November a ballot of tenants returned 85% in favour of setting up an arm's-length management organisation, but the turnout was only a quarter of those eligible to vote.

The FITA has called on the government to suspend the bid and look into the ballot, claiming tenants were not given enough notice and that the council mailed out "yes" propaganda with the ballot papers.

It has also criticised the council for failing to ballot the 1600 households in the Tollington area.

An ODPM spokeswoman said: "We will respond in due course."

Meanwhile, an ALMO ballot in Camden has begun despite the risk of a court challenge.
