Plans that would allow Scottish housing associations and councils to take out antisocial behaviour orders against children younger than 16 were unveiled on Wednesday.
The plans were part of a controversial antisocial behaviour bill included in the Scottish Executive's legislative programme for its new parliamentary term. A £71m regeneration programme in west Scotland got the go-ahead on Wednesday.
Although Labour first minister Jack McConnell backs the bill, it is understood that many on the Liberal Democrat side of the governing coalition oppose it.
Housing associations were given powers to obtain antisocial behaviour orders by last year's Criminal Justice (Scotland) Act, although the relevant sections have yet to be brought into force.
Local authorities and the police have had this power since April 1999.
The City/Region Partnership of councils will spend the money on education and transport projects.
