Redland Housing Association has been placed under Housing Corporation supervision because of concerns over "governance and management".
It is understood that the association, which owns roughly 1000 properties in the Bristol and Bath area, was having difficulty in managing its annual development programme of 100 homes.Magna West Somerset Housing Association has been rated "satisfactory" by Audit Commission inspectors.
Don Pearce, Redland's former chief executive, resigned earlier this year after an inspection report identified weaknesses in the association's performance.
Three statutory appointments have been made to Redland's board: John Heffer, chair of the Silbury Group; Jitinder Takhar, business development director of Western Challenge Housing Group; Mike Kay, director of asset management at South Somerset Homes. Colin Shaw has been appointed interim chief executive.
