Controversial plans for partial transfers in the London boroughs of Tower Hamlets, Lambeth and Hackney have been thrown into doubt after the Office of the Deputy Prime Minister told the councils their plans required "further development".

Making the announcement on Thursday, housing minister Keith Hill was expected to allow 14 councils to proceed with plans to transfer a total of more than 125,000 homes.

However, four authorities – the three London boroughs and North-east Lincolnshire – were put on hold.

All three Tower Hamlets partial transfers have been put on hold. The council recently warned the government that gap funding would be needed to balance the transfers' negative values.

Lambeth gained approval for two of the three partial transfers it had put forward. However, its plans to transfer more than 1500 homes on the Clapham Park estate have not been judged sufficiently robust to proceed yet.
