Registered social landlords that do not follow the code will be asked to explain in their annual reports how they achieve good governance.
The code is influenced by the recent flurry of research on governance in the corporate sector, such as the Higgs Report.
Many in the sector welcomed the changes, but others found them overly prescriptive.
Denis Laws, chair of Essex-based Chelmer Housing Partnership, said: 鈥淚 don鈥檛 believe an outside agency should tell us what the size of our board should be and how long people should serve.
鈥淚t鈥檚 our job to decide how many people we want.鈥
