The Heating and Ventilating Contractors' Association (HVCA) is confident that the construction industry could see the back of retentions by 2007.
The HVCA believes that while government has been content to accept recommendations on retentions for third parties, it has not been prepared to take specific actions itself.

The HVCA is now hopeful that change is in sight. It will be monitoring government's progress towards meeting its own 2005 target for defect-free construction – and the impact on retentions. Rudi Klein of the Specialist Engineering Contractors Group says: "The government has put off phasing out retentions until it had seen the impact of its own procurement changes. This was an excuse for doing nothing, as the Committee acknowledged. I'm now confident we will have got rid of retentions by 2007"
