The Health and Safety Commission has confirmed most of the proposals for the revised asbestos regulations, including stating just what ‘sporadic and low intensity exposure' is classed as.
The concept of ‘sporadic and low intensity exposure' is taken from the EU Directive, which requires member states to lay down practical guidelines for its implementation. The HSC has agreed that if a peak exposure level of 0·6 fibres per cubic centimetre of air measured over a ten minute period could be exceeded, then the work could not be considered sporadic and low intensity and would have to be carried out under licensed conditions.
The Health and Safety Executive is producing a paper on a wider range of issues around asbestos licensing and relative areas of risk that will inform the final decision on textured coatings. The HSC will look at the complete package of draft regulations, the approved code of practice, guidance, training and enforcement shortly.
