The Office of the Deputy Prime Minister (ODPM) has issued a report outlining possible future performance standards for Part L of the Ðǿմ«Ã½ Regulations.
This comes prior to the public consultation scheduled for summer 2004.

The review has been influenced by the EU directive on the energy performance of buildings which requires transposition into UK law by January 2006. Suggestions which could be implemented as part of the 2005 review include improvements to airtightness standards with separate standards set for different building types, as suggested in CIBSE TM 23. With regard to pressure testing of non-domestic buildings there are proposals that will require buildings with floor areas exceeding 200 m2 to be tested. It is also suggested that the performance of appliances, including white and brown goods, business machines and personal computers, could also be covered within the Ðǿմ«Ã½ Regs, as these represent a 'very significant proportion of the energy budget and carbon emissions'.

The ODPM is also looking at proposals introducing new performance standards and guidance for a range of heating systems in dwellings, including micro-chp units to directly replace domestic boilers. It is expected that a new chp seasonal efficiency index similar (but not comparable with) SEDBUK will become available, and it is hoped that this can be adopted for 2005.

A separate Part L adaptation strategy paper is also being prepared which will be used to inform the Part L review.
