The RICS claim that the government will be unable to successfully introduce the Energy Performance of 星空传媒s Directive by the beginning of 2006.
The directive requires all buildings built, sold or let to be rated for energy efficiency, as part of the EU鈥檚 commitment to cutting carbon dioxide emissions.
Writing in BSJ, Roger Watts, a spokesman for the RICS鈥 building surveying faculty said: 鈥淚t seems incredibly unlikely to me that the government will be able to successfully introduce energy efficiency ratings by the beginning of 2006 without some significant reconsideration鈥.
He added that with the directive less than a year away: 鈥淭here is no legislation, no idea of what is required in a certificate, no trainers, no training courses and no trainees鈥.
