The prime minister has told crime and disorder partnerships to identify at least 15 of the most prolific offenders in their areas.
On Tuesday Tony Blair told the 376 multi-agency partnerships, which often include social landlords, that they would be asked to come up with their lists by the summer.

Speaking at a Local Government Association conference, he said: “A hard core of prolific offenders – 5000 people – commit about 1 million crimes each year, nearly 10% of all crime.

“This hard core of offenders may include local gang leaders, drug dealers, vandals and others whose prolific antisocial behaviour is causing most harm to local neighbourhoods.â€

Meanwhile, the Court of Appeal has turned down an application for a judicial review of an interim antisocial behaviour order obtained against 66 people in Leeds.

The ruling, on 18 March, is expected to ease some council’s fears about using interim antisocial behaviour orders.
