Bennett's basic pay was £136,000 but he also got a one-off relocation payment of £65,000 and other benefits worth £12,000.
He declined to comment.
Sanctuary is the third largest registered social landlord in England.
Bennett is in charge of 1707 staff and managed a turnover of £132m last year.
Craig Moule, Sanctuary's director of finance, said: "Moving [from Hertford to] Worcester will bring down our costs and will help us realise considerable savings in less than three years."
The chief executive of another large housing association, who did not wished to be named, said: "That is way out of step with the sector norms and it's also out of step with any other sector we might want to compare ourselves with."
